The project consists of the design, development, validation and maintenance of the Galileo Security Monitoring Center (GSMC) component, a project encompassed within GALILEO, a European-level program sponsored and managed by the European Space Agency (ESA) and the European Commission (EC ). GALILEO is the European radio navigation and satellite positioning system of high precision and includes both the satellite constellation and the ground systems responsible for mission management. GALILEO is a completely independent system, although, complementary to the Global Positioning System (GPS), of US patent, and GLONASS, of Russian patent. GALILEO, unlike those, is a system of creation, management and civil use, and can be used on any device that supports this technology. It has improvements in security, quality and integrity of information, emergency applications (Search & Rescue), among others; this constitutes the main difference with respect to navigation systems of military origin that exist today. The GSMC, is the integral infrastructure part of Galileo and is responsible for managing security monitoring activities such as alerts, threats and operational status of the components of all the systems that comprise it; manages access to the Galileo Public Regulated Service (PRS) and ensures that confidential information is properly managed and protected; implements joint action instructions for threats to the security of the European Union and member states; and provides experience and security analysis of PRS and GNSS. In addition, the GSMC is used as a binding interface with state entities (cryptographic key requests) and with the central components of Galileo (satellite management).
